Virginia uses this $12,000 minimum threshold to solve the problem. The interest from this fund ensures regular lawn mowing, repair of edge stones, and even safe management of footpaths.
Pet Cemetery Legislation in China
In China, pet funeral legislation is also under discussion. At the “Two Sessions” held in Beijing in early March 2026, Zhang Yimin, a National People’s Congress deputy, proposed accelerating pet ownership and funeral service legislation.
